Pet Laws in California
Pet Rescue and Adoption Act
California law prohibits pet stores from selling dogs, cats, or rabbits unless they are sourced from public shelters or animal rescue organizations. Displayed animals must be sterilized, and violations carry civil penalties starting at $1,000 for a first offense.
Leash Laws
California does not have a statewide leash law — leash requirements are set at the county and municipal level. Most cities and counties require dogs to be on a leash no longer than 6 feet in public areas. Off-leash is permitted only in designated dog parks and off-leash areas. Violations and fines vary by jurisdiction.
Dog Licensing
All dogs over 4 months of age must be licensed in their city or county of residence. License fees vary by jurisdiction — Los Angeles charges $20 for altered dogs and $100 for unaltered dogs. Proof of rabies vaccination and spay/neuter status is required.
Hot Car Law
California law allows first responders and private citizens to rescue animals from locked vehicles if the animal appears to be in imminent danger from heat, cold, or lack of ventilation, food, or water. Private citizens must contact law enforcement, fire, animal control, or 911 before forcibly entering the vehicle and use no more force than necessary. Rescuers who follow the required steps are not criminally liable for their actions.

Animal Cruelty Laws
California's animal cruelty laws are among the strongest in the nation. Penal Code § 597 makes animal abuse a wobbler offense (misdemeanor or felony). A felony conviction can carry state prison time and fines up to $20,000, while a misdemeanor conviction carries up to a year in county jail and the same maximum fine. The state also bans fur trapping and has comprehensive farm animal welfare standards.
