Leash Requirements in Built-Up Areas

The Finnish Public Order Act requires all dogs to be leashed in built-up areas (taajama) in Tampere. This includes streets, parks, paths, and all public spaces. Off-leash exercise is only permitted in fenced koirapuistot (dog parks). Violations can result in fines.

Seasonal Leash Period (Kiinnipitovelvollisuus)

From March 1 to August 19, all dogs in Finland must be kept on a leash or under direct supervision, including in forests and nature areas. This rule from the Hunting Act protects wildlife during the breeding season. Off-leash walking in nature is only permitted outside this period and with effective voice control.

Prohibited Areas for Dogs

Dogs are prohibited from public beaches (except designated dog beaches), children's playgrounds, marketplaces during market hours, maintained ski tracks, and sports fields in Tampere. Dog waste must be removed from all maintained areas in urban zones.

Public Transport (Nysse)

Dogs are permitted on Nysse buses and trams in Tampere. Dogs do not need to be in a carrier but must be leashed. Muzzles are not mandatory but recommended for reactive dogs. A small fee may apply depending on the service. Avoid rush hours with larger dogs.
