Båndtvang (Mandatory Leash Period)

All dogs in Norway must be kept on a leash between April 1 and August 20 to protect wildlife during the breeding season. Bergen municipality may extend this period in certain areas through local bylaws. During båndtvang, dogs must be leashed or kept in a fenced enclosure — it is not sufficient to have the dog walking freely by your side.

Year-Round Leash Rules in Urban Areas

In Bergen, dogs must be leashed year-round in residential areas, shopping streets, parks, cemeteries, schools, kindergartens, and sports facilities. Off-leash exercise is only permitted in designated hundeparker. Violating leash laws can result in fines of 3,000 to 10,000 NOK.

Dog Waste Cleanup

Dog owners must pick up after their dogs in all public areas and dispose of waste in designated bins. Bergen provides waste bag dispensers along popular walking routes. Fines apply for non-compliance. The city expects responsible ownership in all public spaces.

Public Transport (Skyss)

Dogs travel free on Skyss buses and the Bybanen light rail in Bergen. Dogs must be leashed and kept on the floor — not on seats. Small pets in carriers are also allowed. The Fløibanen funicular allows leashed dogs. Avoid crowded services with large dogs.

Microchipping
