Local Pet Regulations
Leash Law
Little Rock requires all dogs to be on a leash or under direct control of the owner when off their property. Dogs running at large can be impounded by Little Rock Animal Services. Fines for at-large violations start at $50.
Rabies Vaccination
Pulaski County requires all dogs and cats over 4 months of age to have current rabies vaccination. Vaccination records must be available upon request by animal control officers. Low-cost vaccination clinics are offered periodically through the county.
Pet Limit
Little Rock limits residential households to 5 dogs and 5 cats. Properties with more animals may need a kennel permit. The regulation is primarily enforced through complaints from neighbors.
Noise Ordinance
Little Rock's noise ordinance applies to dogs that bark continuously or unreasonably disturb the peace. Complaints can result in warnings and fines. The city recommends addressing behavioral issues through training as a first step.
