Leash Requirements

Dogs must be kept on a leash in all public spaces in Lyon, including streets, parks, and squares. Off-leash exercise is only permitted in designated dog zones (espaces canins) found in most municipal parks. Owners of Category 1 and Category 2 dogs (attack and guard breeds) must muzzle and leash their dogs at all times in public.

TCL Public Transport (Waf Ticket)

Dogs are allowed on Lyon's TCL network (metro, trams, and buses). Small dogs under 6 kg must travel in a carrier. Dogs over 6 kg must be muzzled and leashed. A special Waf ticket is required: €1 per day, €5 per week, €10 per month, or €100 per year. Dogs must have up-to-date vaccinations and an identification document.

Dog Waste Cleanup

Owners must immediately clean up after their dogs in all public areas. Lyon provides waste bag dispensers (distributeurs de sacs) in parks and along major walking routes. Fines for non-compliance can reach €122 and up to €450 for repeat offenses.

Identification and Vaccination

All dogs in France must be identified by microchip (tattoo is no longer accepted for new registrations) and registered in the national I-CAD database. Rabies vaccination is mandatory for Category 1 and 2 dogs, and strongly recommended for all dogs. A pet passport or health booklet must be available for inspection.

Category 1 and 2 Dog Restrictions

France classifies certain breeds as Category 1 (attack dogs, including unregistered pit bull types) and Category 2 (guard and defence dogs, including Rottweilers and registered American Staffordshire Terriers). Category 1 dogs are banned from public transport and public spaces. Category 2 dogs must be muzzled and leashed in public. Owners of both categories must hold a permit (permis de détention) obtained after a behavioral assessment and training course.
