Local Pet Regulations
Dog Registration
Houston requires all dogs and cats to be registered with BARC (Bureau of Animal Regulation and Care). Registration requires proof of rabies vaccination and spay/neuter status. Unaltered animals pay higher registration fees.
Leash Law
Houston city ordinance requires dogs to be restrained by a leash or confined within the owner's property at all times. Dogs found running at large can be impounded by BARC. Fines start at $100 and increase for repeat offenses.
Dangerous Dog Ordinance
Houston uses a behavior-based dangerous dog designation. Dogs that have bitten or attacked may be declared dangerous. Owners must maintain secure enclosures, liability insurance, and use muzzle and leash in public. The city does not enforce breed-specific bans.
Pet-Friendly Dining
Houston allows dogs in outdoor dining areas at the restaurant's discretion. Dogs must be leashed and under the owner's control. Many Houston restaurants actively welcome dogs on patios and provide water bowls.
