Off-Leash Hours in Parks

Madrid allows dogs off-leash in parks and gardens during designated hours: 8 PM to 10 AM in summer and 7 PM to 10 AM in winter. During off-leash hours, dogs must remain under voice control and wear a collar with identification. Outside these hours, dogs must be leashed. Dogs are never allowed in children's play areas.

Civil Liability Insurance

The Community of Madrid requires all dog owners to carry civil liability insurance covering potential damage caused by their pets. Owners of potentially dangerous breeds (perros potencialmente peligrosos) must carry insurance with minimum coverage of €120,000 and obtain a special license that requires a psychological aptitude test, criminal background check, and physical capacity certificate.

Madrid Metro Rules

Dogs are allowed on the Madrid Metro on a leash no longer than 50 cm and must wear a muzzle. Pets are not permitted during peak hours (7:30–9:30 AM, 2:00–4:00 PM, and 6:00–8:00 PM Monday to Friday, except July and August). Dogs must travel in the last carriage. Small pets in carriers have no restrictions.

Dog Waste and Urine Cleanup

Owners must clean up all dog feces immediately in public spaces and spray water over urine deposits. Fines for failing to clean up range from €750 to €3,000 depending on the severity and location of the infraction. The city provides waste bag dispensers in major parks.

Maximum Time Left Alone

Under Spain's 2023 animal welfare law, dogs cannot be left alone for more than 24 consecutive hours. All pets must be registered in the national registry (RAIA) and identified by microchip. Abandonment is a criminal offense punishable by fines up to €200,000.
