Last updated: Mar 22 2026

Seville is the capital of Andalusia and one of Spain's warmest cities, with over 3,000 hours of sunshine per year. The city has a strong pet culture, with dogs welcome at most outdoor terraces and public spaces. The Parque de María Luisa — Seville's most famous park at 34 hectares — allows dogs and provides shaded paths through Moorish-influenced gardens. Parque del Alamillo on the north side of the city offers 120 hectares of open space where dogs can run freely. The banks of the Guadalquivir River provide continuous walking paths from the historic center to the Expo '92 site. Seville follows Spain's progressive off-leash park schedule, allowing dogs to be unleashed during evening and early morning hours. Summers are extremely hot (regularly exceeding 40°C), so pet sitters should plan walks for early morning and late evening from June through September.

Local Pet Regulations

Off-Leash Hours in Parks

Seville follows the Andalusian regional framework allowing dogs off-leash in parks during designated hours, typically from 8 PM to 10 AM in summer and 7 PM to 10 AM in winter. Dogs must remain under voice control and wear identification. Children's play areas are always off-limits to dogs.

Summer Heat Precautions

Seville regularly exceeds 40°C in July and August. Veterinary authorities strongly advise walking dogs only before 9 AM and after 9 PM during peak summer. Hot pavement can burn paw pads — the five-second rule applies (if you cannot hold your hand on the ground for five seconds, it is too hot for paws). Carry water on all walks.

Dog Registration and Insurance

All dogs must be microchipped and registered in the Andalusian pet registry (RAIA). Under Spain's 2023 animal welfare law, civil liability insurance is required for all dogs. Owners of potentially dangerous breeds must carry insurance with a minimum of €120,000 coverage and obtain a special license.

Dog Waste Cleanup

Owners must immediately clean up dog feces and spray water over urine in all public areas. Fines range from €750 to €3,000. Seville provides waste bag dispensers in major parks, though carrying your own is recommended.

Public Transport (Tussam and Metro)

Dogs are allowed on Seville's Tussam buses and Metro outside peak hours. Small pets in carriers travel free. Larger dogs must be muzzled and leashed. Potentially dangerous breeds are prohibited from public transport. The city's flat topography and bike lanes also make cycling with dogs practical.
