Local Pet Regulations

Leash Law

NYC requires all dogs to be on a leash no longer than 6 feet in public areas at all times, except during designated off-leash hours in approved parks (before 9 AM and after 9 PM). Fines for off-leash violations are $100 for first offense.

Dog License

All dogs over 4 months in NYC must be licensed through the Department of Health. Licenses cost $8.50 annually for spayed/neutered dogs and $34 for intact dogs. Licenses are valid for 1 year or 5 years and can be obtained online.

Pet-Friendly Housing Protection

NYC's pet law provides that tenants who openly keep a pet for 3+ months without objection from the landlord gain the right to keep that pet, even if the lease contains a no-pet clause. This does not apply to NYCHA public housing.

Subway and Transit Rules

The MTA requires animals to be in a container or carrier that can be carried by the owner on subways and buses. There is no size limit on the container. Dogs that cannot fit in a carrier are technically not allowed, though enforcement varies. Service animals are exempt.
