Philadelphia's walkable neighborhoods, extensive park system, and strong community culture make it one of the best East Coast cities for pet owners. The Fairmount Park system — one of the largest urban park networks in the world — provides thousands of acres of green space. The Schuylkill River Trail and Wissahickon Valley Park offer some of the best urban hiking on the East Coast. Philly's neighborhoods each have distinct pet cultures, from the historic rowhouses of South Philly to the brownstones of University City. The University of Pennsylvania's veterinary school provides world-class specialty care. The city has a growing dog park network and an increasingly pet-friendly restaurant scene with outdoor dining expanding rapidly.

Pet-Friendly Parks

Wissahickon Valley Park

Leash required

A 1,800-acre gorge park within city limits with 57 miles of trails through mature forest along Wissahickon Creek. Dogs must be leashed on the main Forbidden Drive trail but are one of the most popular users of the park. The shaded creek valley is cool even in summer.

300 W Northwestern Ave, Philadelphia, PA 19118

Schuylkill River Dog Run

Off-leash OK

A popular fenced off-leash area along the Schuylkill River Trail near the Art Museum. Small but well-used by Center City and Fairmount residents. The adjacent river trail provides miles of leashed walking with views of Boathouse Row.

2500 Martin Luther King Jr Dr, Philadelphia, PA 19130

Orianna Hill Dog Park

Off-leash OK

A fenced off-leash park in Northern Liberties, one of Philadelphia's most dynamic neighborhoods. Separate areas for large and small dogs. The urban location makes it essential for nearby apartment and rowhouse dwellers.

960 N Orianna St, Philadelphia, PA 19123

Pennypack Park

Leash required

A 1,600-acre park following Pennypack Creek through northeast Philadelphia with a 9-mile paved trail. Dogs must be leashed. The park offers a rural-feeling escape with forest, creek crossings, and wildlife. Less crowded than Wissahickon.

8601 Pine Rd, Philadelphia, PA 19111

Local Pet Regulations

Dog License

Philadelphia requires all dogs over 6 months to be licensed. Licenses cost $16 for spayed/neutered dogs and $40 for intact dogs. Lifetime licenses are available for $51.50. Proof of rabies vaccination is mandatory. Licenses can be obtained at ACCT Philly.

Leash Law

Philadelphia requires dogs to be on a leash no longer than 6 feet in all public areas except designated off-leash parks. The city enforces leash laws in all Fairmount Park locations. Fines for violations start at $25.

Outdoor Dining with Pets

Philadelphia allows dogs at outdoor restaurant seating at the restaurateur's discretion, following Pennsylvania's 2019 expansion of the state health code. Many Center City and neighborhood restaurants now actively welcome dogs on patios and sidewalk seating.

Waste Cleanup

Pet owners must immediately clean up after their dogs on all public property, sidewalks, and in parks. Philadelphia provides waste bag stations in major parks. Violations can result in fines from the Streets Department.
