The City of Richmond requires all dogs over 4 months of age to be licensed annually. Licenses require proof of current rabies vaccination. Fees are reduced for spayed or neutered animals.

Richmond requires dogs to be on a leash or under physical restraint in all public areas except designated off-leash parks. The leash must not exceed 6 feet. Dogs running at large may be impounded by Richmond Animal Care and Control.

Richmond follows Virginia's statewide dangerous dog laws. Dogs are designated dangerous based on behavior. Owners must maintain at least $100,000 in liability insurance and follow strict confinement and muzzle requirements.
