Off-Leash Areas (Losloopgebieden)

Rotterdam designates specific areas as losloopgebieden where dogs may be off-leash. These are marked with green signs showing a dog without a leash. Outside these areas, dogs must be kept on a leash at all times. Fines for off-leash violations start at €95. The city's website provides a map of all designated areas.

No Dog Tax

Rotterdam abolished its dog tax (hondenbelasting) in 2018. Dog owners are no longer required to register their dogs with the municipality for tax purposes, though all dogs must still be registered in the national chip database.

Dog Waste Cleanup

Dog owners must carry waste bags and immediately clean up after their dogs in all public areas. Fines for failing to clean up are €140. Rotterdam provides waste bag dispensers and dedicated dog waste bins in parks and residential areas.

Public Transport (RET)

Dogs are allowed on Rotterdam's RET metro, trams, and buses free of charge. Dogs must be on a leash and behave calmly. Small pets in carriers also travel free. Guide dogs and assistance dogs travel free without restriction.

Dangerous Dog Breeds

The Netherlands requires owners of dogs classified as high-risk by their municipality to take additional measures including muzzling and short leashing in public.
