Turku is Finland's oldest city and former capital, situated on the southwest coast at the mouth of the Aura River with a population of around 200,000. The city offers 20 fenced koirapuistot (dog parks) spread across neighborhoods, each with separate areas for large and small dogs. The Aura riverside walk is the city's social spine, lined with cafés and restaurants — many of which welcome dogs. Turku's island jewel, Ruissalo, provides oak forests, beaches, and a botanical garden accessible via a short bridge from the city. The surrounding archipelago, the largest in the world by number of islands, offers unique day-trip possibilities. Turku has a dedicated dog swimming pool and a dog beach in summer. Public transport via Föli allows leashed dogs on buses throughout the city.

Local Pet Regulations

Leash Requirements in Built-Up Areas

The Finnish Public Order Act requires all dogs to be leashed in built-up areas (taajama) in Turku. This applies to all streets, parks, and public spaces. Off-leash exercise is only allowed in fenced koirapuistot. Owners must maintain control of their dogs at all times.

Seasonal Leash Period

From March 1 to August 19, all dogs must be kept on a leash throughout Finland, including in forests and nature areas. This Hunting Act provision protects wildlife during the breeding season. Outside this period, dogs may be off-leash in nature if under effective voice control.

Prohibited Areas for Dogs

Dogs are not permitted on public beaches (except designated dog beaches), children's playgrounds, marketplaces during market hours, maintained ski tracks, and sports fields. In Turku, the Aurajoki riverside cafés generally welcome dogs at outdoor tables but not inside food preparation areas.
