Dog Licensing
Saint Paul requires all dogs over four months old to be licensed through Ramsey County. Annual fees are $25 for altered dogs and $50 for unaltered dogs. Proof of rabies vaccination is required at the time of licensing.
Leash Requirements
Dogs must be on a leash no longer than six feet in all public spaces except designated off-leash parks. Saint Paul operates multiple off-leash dog parks that require dogs to be licensed and vaccinated.
Pet Limit Ordinance
Saint Paul limits households to two dogs and two cats without a special permit. Residents wishing to keep additional animals must obtain a multiple animal permit from Saint Paul Animal Control.
Noise and Nuisance Regulations
